Position will be open until filled.

GENERAL PURPOSE: Assists with open records requests, records management, boards and commissions, TABC license applications, permits, and elections. Assists with coordinating and performing a variety of research, technical, and administrative functions in support of City Clerk's Office operations. Assists with providing complex and confidential support to the Mayor, City Council, City Manager, Deputy Court Clerk and City Clerk.

PRIMARY DUTIES AND RESPONSIBILITIES: Assists with request for public information citywide. Assists with all technical support for Agenda Management Software. Assists in the preparation and distribution of City Council agendas. Assists with the preparation of minutes and other documents. Assists with maintaining records for all City departments in accordance with State regulatory requirements governing the tracking, storage, retrieval, and destruction of municipal records. Assists in publishing indexes, proofreads, and files ordinances and resolutions. Assists in the management of electronic copies of the City Charter and Code of Ordinances. Maintains custody of official records and archives of the City including ordinances, resolutions, and minutes; certifies copies as required. Assists with scheduling board appointments and attendance records, Open Meeting requirements, and compliance with City Charter and Board Bylaws. Assists with applications for elected office. Assists with the preparation of election information for council, mayoral, and police chief candidates, election orders, resolutions, notices, and other pertinent documents. Assists with processing formal petitions relating to initiatives, referendums, or recalls; examines and certifies results. Assists with processing and issuing various types of municipal licenses and permits to the public. Conducts clerical tasks as needed. Regular and timely attendance is required.

MINIMUM QUALIFICATIONS: Education and Experience: Associate's or Bachelor's Degree in Business, English, or related field is preferred; and/or experience within a municipal government environment. Required Licenses or Certifications: Must possess a valid driver license with a good driving record. Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure. Commission as a Texas Notary Public is required within three months. Certification as a Legal Assistant and/or Texas Municipal Clerk is desirable. Public Information and Open Meetings Act training certificates are required, or successfully obtain required certificates through course completion within 30 days of hire as a condition of employment. Required Knowledge of: City Clerk's Office operations, policies, and procedures. Public Information Act, Open Meetings Act, City Charter, Code of Ordinances, Election Code, and Local Government Code. Principles and practices of records management. Knowledge and skill in the English language, sentence structure, punctuations, and grammar rules. Procedures for preparing and processing legal documentation. General office equipment and standard computer software applications. Customer service standards and protocol. Required Skill in: Providing customer service and responding to public inquiries and requests for information. Researching, interpreting, understanding, and explaining the City Charter and Code of Ordinances. Communicating clearly and concisely, both orally and in writing and articulately contributing to meetings. Critical thinking, approaching unusual situations through research and ingenuity, and contributing towards problem solving. Working independently and showing initiative to complete large projects. Establishing and maintaining cooperative working relationships with other staff, City departments and officials, outside agencies, and the public. Ability and willingness to perform tasks under pressure and deadlines. Physical Demands / Work Environment: Work is performed in a standard office environment and is subject to sitting for extended periods of time, standing, walking, bending, and reaching. Periodically will be required to climb stepladders, operate a hand elevator, push carts of boxes, lift and move objects up to 35 pounds. Must be adaptable to a professional work schedule (arriving early, working late and possible weekends as needed) in order to meet responsibilities and deadlines. Able to travel to different work sites.
