GENERAL PURPOSE: Under general supervision of the Economic Development Director, conducts the business retention and expansion efforts such as marketing to existing corporations in targeted NAICS code and targeted industry sectors, consultation with clients, recordkeeping, and supports economic development client recruiting, structuring and administration of economic development agreements. The primary function is to assist with researching, planning, organizing, prioritizing and follow-up work to broaden the business retention and expansion program.

PRIMARY DUTIES AND RESPONSIBILITIES: Responsible for outreach and interaction with corporations within targeted industry sectors, consultants, and other community partners through business retention visits, industry specific trade organization meetings, community meetings, phone calls and face-to-face meetings. Develops and coordinates efforts in obtaining and servicing clients. Client recruiting functions include marketing, identification, recruitment, analysis and customized economic development agreements with clients. Client servicing functions include assisting with physical site facility expansion opportunities on site or at industrial park, and working with consultants and other community partners, including the Chamber of Commerce, with financial and general business consultation, information relating to capital resources lending and grant programs. Assembles and formats content for client communications, presentations and proposals; develops tailored presentations, reports and information for clients; assists and coordinates arrangements for client visits. Develops economic development agreements and the administration of those agreements once executed; maintains complete client files, expansion development projects, and monitoring of agreements; manages electronic client tracking and prepares periodic reports. Establishes and maintains liaison relationships with local financial institutions, financing alternative institutions, civic entities, and governmental entities. Assists the Economic Development Director in communication with clients and other economic development partners. Performs TIRZ administrative duties to help assist Planning Department that include: marketing of available window cycles, gathering and reviewing completed applications, participating in staff review of applications, necessary presentations to the TIRZ Board, creating and maintaining TIRZ agreement and related files and verifications and preparing payment requests for completed projects. Assist in preparing quarterly updates of activities and accounting requirements to meet and/or exceed contract standards. Performs other related duties as assigned. Hours: 8:00 am to 5:00 pm, may require additional time to attend evening meetings.

MINIMUM QUALIFICATIONS: Education and Experience: Bachelor's Degree in Economic Development, Business Administration, International Business, Marketing, Accounting, Business Communication or related field; and a minimum of two years related experience in professional-level capacity in an economic development-related area; or an equivalent combination of education and experience. Required Licenses or Certification: Must possess a valid driver license with a good driving record is required. Required Knowledge of: Economic development, business attraction, retention and expansion principles to include business startup, planning and funding. Business administration and advanced administrative practices and procedures including basic accounting principles. Research and report development of complex issues including legal and financial. Ability to identify business capital needs and appropriate capital sources. Substantial knowledge of financial planning, a strong analytical ability, and cash flow forecasting experience. Required Skill in: Organizational planning, customer and public relations, basic accounting and budgetary skills. Excellent communication, both oral and written. Preparing, editing and developing sensitive and confidential correspondence. Must be able to effectively manage multiple projects, complete projects within established deadlines, and report to multiple oversight entities and boards. Demonstrated experience in financial analysis. Must be proficient in Microsoft Word, Excel, Outlook and PowerPoint. Physical Demands/Work Environment: Work is performed primarily in a standard office environment and occasionally in the field when conducting business site visits. May be subject to repetitive motion such as data entry. May be subject to extended periods of mental concentration, research and analysis. May be subject to bending, reaching, kneeling and lifting, such as retrieving or replacing files or records, and setting up for meetings and special events.
