GENERAL PURPOSE:  Under general supervision, supervises and coordinates maintenance of the City Water plants, pump stations, storage facilities, and Mathis Field WWTP; ensures compliance with state and Federal regulations.

PRIMARY DUTIES AND RESPONSIBILITIES: Supervises and coordinates water plant maintenance and repair projects and programs, including City Water plants, pump stations, storage facilities, and Mathis Field WWTP; assesses emergency situations and implements response procedures. Reviews work orders and job requests; determines equipment, material and personnel needs; coordinates the assignment of work project priorities and assigns work crews. Supervises staff and evaluates performance; meets regularly with staff to discuss and resolve workload and technical issues; plans, prioritizes and assigns tasks and projects; monitors work, develops staff skills, and evaluates performance. Inspects ongoing and completed repair and maintenance projects; ensures timely completion of projects to minimize service disruption; observes staff to ensure all safety and quality standards are met; ensures quality control procedures are followed. Collects and reports operational and technical data; maintains daily logs and records for regulatory compliance and general system information; prepares reports which summarize maintenance and repair projects and activities, and mandated reports for regulatory agencies. Supervises Water Treatment Plant and Pumping / Storage Facility construction and improvement projects as assigned, and coordinates those projects with contractors and City departments as needed; ensures that maintenance projects are completed on time and within budget constraints. Maintain and monitor wells and pumps at the Hickory Well Field, and filtration equipment in the Groundwater Treatment Plant. Manages budgets and monitors expenditures; manages administrative activities including procurement, records management, personnel issues, payroll reporting, and work activity reports. Ensures effective communications of repair and maintenance issues; evaluates and analyzes maintenance issues, and recommends solutions. Hours: Monday through Friday (hours will vary). This is an on-call position (may include weekends or holidays).

MINIMUM QUALIFICATIONS: Education and Experience: High School diploma or equivalent; and five years' experience Water Treatment Plant experience, including three years' experience as a Class C Water Operator, preferably in the City of San Angelo; or an equivalent combination of education and experience. Required Licenses or Certifications: Must possess a valid Commercial Driver License, Class B. Class C Water Operator license from Texas Commission on Environmental Quality (TCEQ) is required. Required Knowledge of: City policies and procedures. State and Federal laws and regulations governing Water plant operations. Methods, practices, standards and specifications for compliance to Water regulations. Principles and practices of Water facilities and equipment maintenance and repair. Principles and methods of maintenance of Water facilities, and servicing requirements of plant machinery and equipment, including SCADA systems. Federal, state and City safety rules and regulations. Required Skill in: Using initiative and independent judgment within established procedural guidelines. Interpreting and applying state rules and regulations, and City policies and procedures. Reading technical documents and schematics. Supervising staff, delegating tasks and authority, and evaluating staff performance. Assessing and prioritizing multiple tasks, projects and demands. Promoting and enforcing safe work practices. Establishing and maintaining cooperative working relationships with co-workers. Operating a personal computer utilizing a variety of business software. Effective verbal and written communications. Physical Demands / Work Environment: Work is performed in a standard office environment, in Water Utilities Department facilities and outdoors. Required to perform moderate physical work, and lift and carry up to 96 pounds. Exposure to potentially irate members of the public and infectious diseases is involved.
