GENERAL PURPOSE:  Under general supervision, manages the daily operations and maintenance staff of the San Angelo Regional Airport - Mathis Field (SJT); confirms compliance of airport activities with City, State, and Federal regulations.  Assumes the duties of the Airport Director in his/her absence.

PRIMARY DUTIES AND RESPONSIBILITIES: Manages the operations, maintenance, security, safety programs, and compliance management functions; develops and implements programs and procedures to assure that the airport operations meet state and Federal compliance regulations. Performs a significant amount of independent judgment and decision-making on operations matters.  Required to establish and maintain effective working relationships with a number of airport stakeholder groups including government officials, tenants, customers, and the general public while exhibiting courtesy and professionalism. Manages all airport maintenance staff; trains and monitors staff; conducts disciplinary actions, as warranted; promotes team building; adheres to safety standards; ensures staff provides superior customer service.  Oversees the interview and hiring process of maintenance staff team. Assists in preparation and direction of the airport operation and capital improvement budgets; negotiates contracts for airport improvement, maintenance and repair as needed. Assures that the Airport maintains Airport Operating Certificates according to Federal Aviation Administration (FAA) Part 139 of Title14, Code of Federal Regulations (14 CFR Part 139); reviews, interprets, enforces, implements, and mitigates Federal, state and City regulations and policies. Coordinates and supervises inspection, maintenance and repairs of airport facilities and ground support functions; evaluates and analyzes procedural, maintenance, and operational issues, and recommends and implements solutions. Posts, enforces, interprets and assures compliance with safety notices and use regulations from the Federal Aviation Administration (FAA) and Texas Department of Transportation (TX DOT). Communicates with general public, hangar tenants, government agencies, vendors, contractors, and others in order to coordinate operations and maintenance of airport grounds and facilities and resolve customer service issues. Develops and monitors budget for maintenance and operations divisions; reviews and approves designs, plans and specifications for capital improvement plan; prepares special and recurring financial, operational and technical compliance reports. Plans and coordinates emergency response training, exercises and practice drills; assesses emergency situations and implements appropriate response procedures. Responds to requests for information within designated scope of authority; identifies and researches technical issues, and recommends solutions. Coordinates with other department to obtain necessary support activities such as security, engineering services, financial and accounting services, airport property maintenance, legal services, etc. Serves as the alternate Airport Security Coordinator and oversees the implementation of the Airport Security Program; acts as a primary airport contact with public agencies, tenants, and the public regarding airport security matters; assists in the oversight of the airport badging program. Prepares and maintains required reports and records for submittal to federal, state and local agencies. Manages airport compliance programs; including the airport wildlife and storm water pollution programs.

MINIMUM QUALIFICATIONS: Education and Experience: Bachelor's Degree in Aviation Management, Business Administration or Public Administration; and four years' experience in operations of an equivalent airport; or an equivalent combination of education and experience. Required Licenses or Certifications: Must possess a valid driver license with a good driving record; required to pass a background investigation. Accreditation from the American Association of Airport Executives is preferred; or able to obtain within 3 years of hire. Required Knowledge of: City organization, operations, policies and procedures. State and Federal codes and regulations relating to airport facilities and aviation operations, including FAA, TXDOT, Environmental Protection Agency (EPA), Department of Homeland Security (DHS), and OSHA safety standards. Aviation program planning and development principles. General aviation and airport operation methods, practices and security procedures. Tools, materials, equipment, techniques and procedures used in maintenance and preventive maintenance of a general aviation facility. Principles of record keeping and records management. Occupational hazards and safety precautions. Required Skill in: Interpreting and applying airport operational and safety standards and procedures, applicable Federal rules and regulations, and City policies and procedures. Interpreting customer needs and solving customer service issues. Assessing and prioritizing multiple tasks, projects and demands. Establishing and maintaining cooperative working relationships with City employees, officials, and representatives from other local, state and Federal agencies. Supervising staff, and delegating tasks and authority. Operating a personal computer utilizing a variety of business software. Physical Demands / Work Environment: Work is performed in a standard office environment, outdoors, and in maintenance facilities.
