GENERAL PURPOSE:  Under general supervision, reviews plans and specifications for commercial buildings for compliance with building, zoning and construction codes and municipal regulations; assists with supervision and training of permitting staff.

PRIMARY DUTIES AND RESPONSIBILITIES: Assists Plans Examiners and Permit Technicians with plan checking activities as needed; assists with staff supervision and training; examines the most complex building plans. Assists the general public with the development of alternative solutions. Examines plans and specifications for commercial buildings for compliance with building, electrical, mechanical and plumbing codes, access requirements, and zoning ordinances; reviews work for conformance with legal requirements, municipal regulations and safety standards. Interprets, applies and explains codes and regulations; resolves problems that arise due to code or structural design issues, and coordinates plan corrections so that plans will conform to regulations. Coordinates plan check activities with Building Inspectors, other City departments and outside agencies. Maintains records and files associated with plan review process, problems and permits; computes project cost and permit fees; issues permits within scope of authority. Provides customer service; answers questions and concerns related to building codes and requirements; consults with architects, engineers, designers, contractors and homeowners on the plan review process and compliance issues. Responds to requests for information; provides technical information to City staff as authorized; provides assistance to the public within scope of authority. Maintains and updates the land management files.

MINIMUM QUALIFICATIONS: Education and Experience: Associate's Degree in Engineering, Urban Planning, or related field; and five year's building plan review and permitting experience, preferably with the City of San Angelo; or an equivalent combination of education and experience. Required Licenses or Certifications: Must possess a valid driver license. Licensing as a Plans Examiner or Certified Building Inspector is required. Multiple International Conference of Building Officials (ICBO)/International Code Council (ICC) certifications are preferred. Required Knowledge of: City policies and procedures. Principles and practices of the construction industry and building trades. Federal, state and regional building, plumbing, electrical, mechanical and accessibility codes. Municipal planning, zoning and building codes and ordinances. Government regulatory agencies and specialized sources of building safety information. Principles of record keeping and records management. Principles and practices of urban and regional development and land use. Required Skill in: Using initiative and independent judgment within established procedural guidelines. Reading, interpreting, understanding and applying building standards. Federal and state rules and regulations, and City and county ordinances and codes. Interpreting and applying department standards and City policies. Reading and interpreting drawings, plans and specifications. Providing advice and consultation on construction methods and compliance requirements. Organizing and managing technical records. Operating a personal computer utilizing standard and specialized software. Effective communication, both verbal and written. Establishing and maintaining cooperative working relationships with employees, officials, construction professionals, other agencies and the general public. Physical Demands / Work Environment: Work is performed in a standard office environment.
